By virtue of bulk.

It has vertical reach by virtue of rearing up on it's hind legs, which would make it easily as tall as Brigitte.

Gar is not in it's reach currently, he has a 5' space that keeps him out of reach, but it should be noted that he's not high enough to be 'safe' from the bear, which could turn around and move on him.

Attack from above bonus to attack stacks with flanking bonus?

Well... to start with, recall that a flanked defender does not modify Ranged Attacks, nor does being on Higher Ground {per Table 8-5}.  So if you're going to just linger from your branch and hurl things at it, you get no bonus to your roll for that.  Also note, if you're going to make ranged attacks at the bear it most likely will be in melee, and such attacks should be made with a -4 attack roll modifier, unless you have the precise shot feat.

As for melee attacks...

That's open to 'interpretation'.

I'm inclined to presume that these modifiers will stack.  It makes sense to me that a person on higher ground should have an advantage over being on even ground with a defender, and more so if he's distracted by being flanked. So all things being equal, i'm inclined to presume that the combat modifiers will stack.

That said, they're both (all?) 'circumstantial' modifiers, and as such, you're suppose to only take the highest of the two modifiers.  Which feels like the weaker ruling between the two.  That's not to say that i won't ever 'use' this weaker ruling, when i feel a Mexican situation is at hand.

For the current combat, things feel 'even', so characters who have high ground (+1 melee attack roll), and presuming you manage to encircle and flank the bear (+2 melee attack roll), may take a +3 accumulated modifier for both these situations if they apply.

Until enough players have committed themselves to actually get into position and flank the bear, no one should be taking a flank bonus.

Once we have two characters commit to flanking the bear, the whole party may take the +2 melee bonus to attack rolls against a flanked target.

Not sure how your implementation of flanking works. Do Lady and Gar count as 2 characters flanking? Do I need to move to hit the 'top' side of the bear to benefit (likely needing to scooch Rifnox and Andrew over a square or two to take advantage of it)?

Here's hoping that crit makes it easier to take down the bear.

Going by the core definition of Flanking

Two characters on opposite sides of the bear are engaging it in melee.

Lady is a 'pet' and not a Companion (Andrew is not high enough level for that yet)

Wolves do not normally pick fights with Bears.

If Andrew wants Lady to engage the bear, she's going to have to make an Animal Handle roll (DC 10) to direct her to engage which takes a move action to perform a skill check (per Handle Animals).

Gar, going to rule that leaping down from above will count as a sort of Vertical Charge.

You'll get a +2 attack roll from it, but a -2 armor adjustment out of it as well.

Will give Brigitte and Maybelle another day to post something before moving the fight forward...
