Am I correct that under the ToS I can tell someone that certain RPG books & supplements are available for free online, as long as I don't post a link to the website? This is for previously published material that the authors have put up for public consumption, not a file sharing/bootleg/pirate site.

If the material is free, and legally available, then you can actually post a link to it.
