Basic Personality: Shakka is one who if you meet in public is extremely polite, quiet and comes off as the model of decorum. And most of that isn't a front, he rules with a quiet strength that most would see as a weakness till they come up on the receiving end of his wrath, then the city is not big enough to hide you from him. Speaking with a slight accent that cannot be place, Shakka will defer to women first, a holdover from his upbringing, and treats anyone of caucausion descent with a slight air of superiority, so slight that it is almost imagined, but he does feel that those of European blood are ones who prey upon and enslave the weak and has a deep contempt for them.
