Arthur is a young man in security who's also trained as an outdoor survivalist, as best as can be done virtually and by bookwork. He's long been a proponent for leaving the vault, and hopes one day the vault itself opens up as well, cause he's aware of the supply issue and even with a few less mouths to feed, there are still major shortages. Until then, he will do everything he can to assist his compatriots survival and safety.
