The Free Holds
On the high mountains, people change as fast as the weather. Who they are, where they live, how they work, what they produce, who they worship all seems to shift effortless and constantly. The high bureaucrat Shea and those in his employ are only just able to track the most critical information pertinent to maintain some semblance of order. The reach of the high bureaucracy is limited though. It was initially formed because a cluster of individual holds had settled nearby and there quickly became issues of criminals evading capture by transiting into other holds. The high bureaucracy was elected by the individual holds to sort out inter-hold issues (such as those of migrating criminals, but more recently common protection from exterior threats). While the high bureaucracy is elected from the individual holds' bureaucracy, the source of legitimacy of the individual holds bureaucracies are varied.
