Humans who have taken advantage of the tragic events of the world to become self-governed gangs with little to no regard for the rules and mores of life as had been established,  They live by their own rules, taking supplies and people as they see fit, killing any who pose a perceived threat or are, in their opinion, of no use.  They are just as dangerous as the Dead and far more cruel.
