Brief Bio: Carlos is the childe of Rick Knight.  Like his sire, he arrived under mysterious circumstances that apparently only he, his sire, the Sheriff, and Her Grace are aware of.  Carlos looks like a very angry Indian, but his roots, from what little information has been revealed, are more Mexican.  Mr. Ortiz is an unfriendly kindred.  He avoids being social so often that a lot of the time it seems like he doesn't exist.  However, like his sire, he has proven instrumental in the elimination of lupines and the Sabbat stupid enough to cross his path.
