After Primal Earth with Earth-616 melded into Paragon City,  "The City of Tomorrow", Roulette moved here, sensing that she could forge her own identity and life, instead of living in the shadow of her upbringing.

Roulette can psionically influence probabilities, usually through colored disks of energy she generates and throws towards her targets: white disks for good luck, black disks for bad.
Although when she influences her own personal luck no visible or obvious sign of the power use exists.
