The self-proclaimed Duke of Cook County, J. Sebastian Hart is an Anarch challenger who is doing the unthinkable, daring to challenge for control of Chicago.

While for now he has very little influence within the city his stronghold in Evanston has become a haven for Anarchs and caitiff alike. Everyone expected the Cmaarilla of Chicago to attack and put down this challenger but so far the Camarilla have been quiet, choosing a strategy of just ignoring him.

This might prove to be effective however he continues to gain in strength and some whisper if maybe the loss of Lodin might mean the loss of Chicago for the Camarilla as well as time will tell if Prince Jackson is strong enough to hold the city from challengers.

Duke Hart appears to be in his 40s and while he dresses in modern styles his hair and beard are more akin to fashion from the turn of the 20th century.
