The time is December 1963, not long after JFK's assassination. The Cold War is at heightened tensions as conspiracy theories abound regarding the assassination. Because of this paranoia around Communism has increased. The situation in Vietnam has not destabilized at this point. With the increase in tension and paranoia the US government has taken steps to be prepared for any situation, including registering and licensing superheroes in the defense of the country.The heroes are walking around in a world that seems just moments from erupting into nuclear holocaust in an eyeblink. Will they heed their government's call for assistance or will they try to maintain their own identity and autonomy with the potential risks that it may bring?
