Val is a charming young Redcap, charming enough he might be able to talk his way out of a deal with the devil... well, maybe not that good. His winning personality has allowed him to climb the ranks within House Mercere very quickly, especially since he is quite dependable. At the moment this has positioned him as the head of the Redcaps in Novgorod Tribunal as there is no Gifted Mercere present. While this is more than just a title in name only, the Redcaps in the tribunal tend to be fairly independent as a whole, working together amicably rather than from direct rule. Being in that position, he makes his home at Three Lakes, as do most of the Redcaps of the tribunal.
