Sir Percy Higgleton III (or "Milk-Whiskers" as his humans insist on calling him) is a pure-bred feline in his prime who graces the residence of an elderly couple named Frannie and Milton Jones. He can usually be found reclining in a sunny spot or watching through the window to make sure that the neighbours behave themselves.

While he is generally opposed to doing anything as uncouth as moving, Sir Percy enjoys a rich social life, often entertaining visitors from all over the neighbourhood who come to share the latest gossip with him. In return, he tells them what he's observed through his patient vigilance, including any sighting of Boggins.
