Mayor Carrigan was elected last year as Stillwater's mayor. He's a bit on the quirky side but he was a favorite during the elections. Carrigan claims to have been given "the sight" due to a fall down the town hall stairs last summer. He is a huge believer in extrasensory ability. He's also a bit of an alcoholic.
