Often when the NPCs "suggest" a plan or something, it's a kind of quasi-railroading. You ask yourself if the GM could be signalling the right or best plan in their opinion, or at least the one they most planned for. I personally had this happen in a recent game. My PC as ship captain made a plan and the GM (speaking through an NPC) more-or-less vetoed it on less than solid grounds, so I was left with, *sigh* "why yes! That sounds like a great alternative! Why didn't I think of that? Let's do that instead!" (I do not think the GM in this case is a bad one. I think he just had an idea how he wanted things to go. And I, picking up on this, decided what the heck, I'm here to game, I'm easy.)
This is not one of those times, I (as PD) am not telegraphing anything or vetoing your plan at all. The NPCs are just stating their thoughts according to their own goals, so don't feel the need to put any additional weight on their voices. There are pros and cons. Leaf might be adamant about her idea but this is a product of her youth and emotional investment in the site.
