"Citizens" include all orcs and all allied races (goblins, ogres, giants, derro, hobgoblin and duergar).  Half-orcs are not Citizens.

All non-citizens are deemed "serfs."  Serf races include all humans, elves, dwarves, gnomes, halflings, and half-breeds.

The following orc decrees have the force of law:

No serf may carry concealed weapons.

All serfs carrying non-concealed weapons must have a permit.

No legal edicts outside the Kingdom of Kurshyk, or made before it conquered Tienna, will be recognized.

The use, or attempted use, of magic by serfs is strictly forbidden.

All personal property is considered co-owned by Kurshyk Kingdom and its representatives.

Except for adepts and clerics, speaking the name of He Who Sees All is punishable by summary execution.

No marriages outside the temples of He Who Sees All are valid.  Any who were married elsewhere must be remarried for it to be a valid marriage.

Serfs must ask permission before entering a room with a Citizen in it, except for public meeting places, and all serfs must rise when a Citizen walks into a room.

A serf may never touch a Citizen without permission; a serf must submit completely upon Citizen command.

A serf must surrender to a Citizen militia member or military unit upon command.

A serf may not argue with a Citizen.

Only properly authorized militia and military units may physically punish or tax a serf, but a serf must comply with all properly exercised punishments and taxations.

All foreigners have the same status as serfs unless deemed otherwise by the proper authorities.


Any grievances by serfs must be lodged in the local Town Hall, which is notoriously understaffed and uncaring about any serf complaints.  Citizen complaints take priority over serf complaints.
