you just presented one could buy flexible feat from the human traits....
you explained that if one is human and then replaces that trait for the skill focus thingamajig... they could then buy flexible feat racial trait once again because it is a human trait with an rp cost.
this is the tiefling's count as human trait

In it we have the line:

With this, I qualify for human traits (and feats) normally, if the tiefling has any racial traits that a human can give up for something else then I can take a human alt trait.
Tieflings dont really have any, a better example... presented before... is a half elf who can give up a few of their traits for human traits (or, more commonly, elven traits) which then lets them take alt human traits (or elven traits, like Weapon Familiarity replaces adaptability and Arcane Focus, an elven alt racial trait, replaces weapon familiarity).

this is confirmed in pcgen and many of the official character building apps.
and so, with pass for human I qualify for flexible feat human racial trait and can spend the 4 rp to take get it... since I can buy it even after using it for an alt racial trait that replaces (aka removes) it.
Unless you want to, or unless I missed that you have, clarify or further rule that this is not allowed...
as a note, I am not trying to be combative. I am presenting the rules as I see them (as I seem to have saw them before as well). if this is/was not your intent, as unfortunate as that would be, it should be clarified.
though, keep in mind, I am not using this to min max. I have used it specifically for better skills. Josep also has shown he wants to use the racial system for better skills. that, to me, really seems like a positive and fun way to use the racial system you have set up.
Including scion of humanity, for reference, since you mentioned it:
