3rd-party stuff? There are some ridiculously broken things out there.

All that to say, you’d have to be a bit more specific with your question. Including what you mean by OP and in what circumstances.
But class tier lists exist for a reason so you can start with that and the usual suspects. Clerics, Wizards, etc.

if you just want to do a power build there are a bunch of websites that will show you how to set the attributes, choose skills, feats, and abilities within the rules as written.

If you want more than that I think you're looking at homebrew rules that give you higher attributes, more feats and more equipment... or cheating.

then if you do mean VERY powerful then I think you'll need to homebrew it. Any reason why you'd make it 1st level though? The only thing that really does is limit skills and hit points. Why not just make them 10th level?

Build it as classless. That'll make it pretty powerful as long as you know what you want to focus on.

Want 3d6 sneak? Legal
How about running up walls? Legal
Include Martial Arts and now you have skills going towards some handy powers.

As mentioned though, plenty of optimization boards out there. Though, your 'powerful' is pretty vague. What do you want to accomplish with the character? Level 1 is pretty limited. You need more levels if you truly want anything to appear powerful.

I got a less specific reply back ("it's all in the wrist") but #2 on the list was this

So that starts to answer the OP's question through a completely coventional build. I'd never play a halfling since I'm short enough as it is.

I feel like a character build around 1-2 charges of a Wand of Fireballs becomes a "Thermal Detonator in Return of the Jedi" situation where you just intimidate the enemy with the threat of nuking everyone.

For 270gp/charge that's 6d6 fireball. Almost nothing at 1st level walking away from that even if they pass the reflex save.

Powerful in what ways, exactly?

You’re building a rogue so do you want to be a powerful sneak/stealer? A powerful sneak attacker? A melee fighter? A sniper?  Magically capable? All are easily possible with archetypes and each involves a very different build process. Also “min-maxing” at first level isn’t something that you can easily do since there aren’t a lot of customization options available to you.

What stats are you working with? What races were you considering?
