What Samuel does know about leaders is that when you elect one, you often know what your getting when they are elected, and if they turn out bad because they can't control their emotions, it's just a matter of electing a new leader. However, with royalty, your stuck with the whatever you end up with being in charge till they die, are incapacitated, overthrown, or decide to abdicate.
As Samuel finishes eating, he had simply intended to listen to what others in the room say and then head back to the hangar once he was done, however intended plans often go astray, as does Samuel's when he hears a new voice, namely the mink, mentions the term 'cannon fodder', right when Samuel is looking at the bag with the two SWATBot CPU cores in it, which for some reason reminds Samuel of a childhood experience in which himself, Alexis, Markus, and several other adolescents, including a few children of the construction workers, came up with a scheme to get even with a somewhat construction foreman that had even his own subordinates all but out for his blood.
At first Samuel grins, as he recalls how several of the construction workers that when they heard about the scheme, wanted in on it. Samuel then starts to laugh as he remembers what happened when the scheme came to fruition and the construction foreman was humiliated in front of his boss when all the construction machines started 'dancing' in unison during an inspection and the foreman couldn't get them to stop even when he tried to use his emergency override remote. Needless to say the foreman was replaced after his boss learned of the whole situation as it also came to light that the foreman was 'cooking the books', a detail that was discovered quite by accident during the implementation of the plan.
Samuel continues to laugh out loud, his laughter becoming a bit sinister, which no doubt looks quite odd given his 'fangs' and is compounded by the recent and current conversations in the room. This is because Samuel has just thought up a new plan that could change things forever, if it can be executed properly. Samuel then remembers the rest of the aftermath of that scheme, as the construction company's owner asked for a copy of the control virus that Markus with the help of a few of the construction workers had managed to get into the construction machines, along with the deactivation code of course... after all the sight of lots of large construction machines 'dancing' in unison was rather humorous. But the more serious point was that the virus revealed an exploit, as well as a security measure to close that exploit from other hostile program that could attack the operating system. The importance of preventing hostile programs from being able to use that exploit to steal control of the machines while also blocking out the emergency override controls was immense. After all, no one wanted to even think about the repercussions of such an exploit falling into the wrong hands, as it could result in the machines being controlled by someone who wants to use them to cause destructive chaos instead of harmless mischief to expose a security flaw and get rid of a corrupt employee.
It's only after Samuel has no doubt drawn the attention of everyone in the room with his seemingly inappropriate and somewhat 'sinister' laughter as he now stares at the bag with the two SWATBot CPU cores in it that he handed to Milloni, as an almost frightening smirk forms on his face, in part due to his fangs, but also due to the expression on Samuel's face. Samuel then points to the bag and asks Milloni, "Speaking of cannon fodder, Milloni, I just realized something. Once you've figured out how SWATBots work, it shouldn't be to hard, although it might be time consuming, to find an exploit in the SWATBot's programming that can be used to steal control over them so we can use them against Robotnik. I mean while getting them all programmed to dance in unison instead of attack us would be amusing, but it wouldn't be as useful as getting all the SWATBots infected with a virus that would jumble their priorities since in that last mission to Middletown I heard one of the SWATBots mention something about a 'priority one hedgehog' since that overrode their directives to attack us. Well what if you did something to make SWATBots mistake Robotnik for this 'priority one hedgehog', whoever the heck he is, and have them mistake Ra and other high ranking Robots that wouldn't be likely to fall victim to the virus as 'Freedom Fighters' while obeying our commands as if we were Robotnik."
Samuel pauses for a moment as he smirks at the idea of something Markus and other friends Samuel has back on Tanelorn inspiring him to think of an idea that could help save those he has lost to Robotnik. Samuel then quickly continues, "Could you imagine the chaos that would cause in Middletown and the rest of Robotnik's empire if we could spread that virus to every SWATBot on the planet, possibly through their own communication network? Hell, if we're lucky some infected SWATBots could toss Robotnik into a Roboticizer. Then that..." as Samuel pauses as he decides it would be better to not use a 'colorful metaphor' at the moment as he continues, "fat freak, would begin to get a taste of what he deserves, and from a contraption he has used to terrorize and control most of the population of this planet would make the revenge all the sweeter. Gotta love poetic justice." As Samuel finishes explaining his 'idea' his smirk shifts from a 'sinister smirk' to a playful grin, but with a touch of what seems to be sadness. A type of sadness only seen when someone remembers fond friends that are no longer present, but it is also clear that Samuel has something else on his mind that he's not voicing at this time.
What Samuel does not voice, is that if that plan was to be executed flawlessly and they were fortunate enough that Robotnik would himself end up roboticized, that Samuel would try to get someone to help him rip off Robotnik's roboticized head and hook it up to life support and a computer that would hack Robotnik's brain to force that tyrant to suffer the pain of being roboticized over and over in an endless loop for as long as Robotnik's mind held out. After all, Samuel has sworn a Dinionian oath of revenge to make Robotnik suffer as no mortal has suffered before, and to do so using an implement of horror that Robotnik unleashed upon the world would be a source of poetic irony that Samuel knows Markus would enjoy and be proud of.
