Samuel's gadgets allow him to overhear Shelly's question and for a moment he looks rather angry. In order to continue to appear to not be listening in on the conversation, he pretends like he isn't listening by double checking the bags of equipment he has scavenged to make insure that all the seals are watertight, hoping that anyone who noticed his face would suspect him to be just doing a paranoia check to make sure the equipment is secure.
Since Samuel suspects that he is one of the people being spied upon, keeping himself busy is his only means of not blurting out something in anger, as the suspicion of being spied upon derails Samuel's train of thought as what remains of his conscious invades his thoughts, 'And this is why I can never trust the natives of this planet. They refuse to trust me. But then again that may be warranted considering that I make it clear that if I have to sacrifice everyone on this planet to save those I love, I would...but would doing that leave me no better than Robotnik? Would Alexis and the others think less of me if I resorted so such extreme measures? Markus, what would you do in this situation? I need your advice now more than ever. No ... He'd say that I can't afford to be distracted, I must complete my objectives and get Alexis, him, and our captain off this forsaken planet and home to Tanelorn space station and return to the Elsydeon. There is no point in wondering about what if, especially while in the field. That is what he would say, and what I must do.' Samuel's face returns to being expressionless as he finishes double-checking the seals on the bags while refocusing back upon the mission while continuing to listen in on Shelly's conversation.
