"Bubble" regions are games that do not follow all the standard RoA rules, while standard regions (those not listed as "bubble" regions) do. Examples of bubble regions would be Savage Species (using the Savage Species rulebook and higher-level monstrous PCs), Kara-Tur (using the Kara-Tur source material and Oriental Adventures rules), Underdark regions (which use the races in the Underdark book), and the Psionics region (where players can have psionic abilities from the Expanded Psionics Handbook, which is used by both DMs and PCs).
