The reason a DM would have to be mindful of letting a PC have this feat is simply because it makes no sense that a barbarian would have this feat, but it does make sense that an urbane PC (a bard or rouge, say) would have it, or one who grew up with a rich cultural background full of books, teachers, family, etc. to spread tales.
So the feat is approved with the restriction that the player checks the PC's backstory with his or her DM first and the DM has the right to say no based on the backstory.
