Overhead, they could see the concrete tracks of the "Skytrain" light rail system that once connected downtown with the suburbs, including New West. There was an OP there now, acting as a kind of observation tower, and to block infiltration down the overhead rail line.

The police got into their car, an older Crown Victoria, and started it up. With the Jeep following, they turned onto Royal Avenue towards city hall.
New Westminster was on the hillside, paralleling the Fraser River. Several bridges connected it to Queensborough and Surrey, across the river. It was old riverport and former provincial capital, it was what passed for "old" in the youngest part of a new country, dating back a century or so to the late Victorian era. In the background were snow-covered mountains, both near and far including the far-off Mt. Baker down in Washington State.
Both older and newer buildings and roads seemed in good repair, windows either intact or boarded up, none of the graffiti that blanketed the downtown. They passed by people on foot and bicycles, with a couple horses pulling a wagon full of salvage. Royal Ave from 12th was a steep hill but at least that allowed them to get a glimpse of the massive Russian Delta III class submarine, the Kursk, between the riverfront buildings (a futuristic hotel, a casino, the New Westmnister Quay market and various condo developments). It was too far and difficult to make out flags or who was standing by it.
As they approached City Hall at the far corner of Royal Ave and 6th St., on their left was the futuristic "Royal Towers Hotel". Built in the 50's, perching on the hillside like an air-traffic control tower for an non-existent airport. In front along Royal was the broad grass lawns of city hall.

The pulled into the parking lot between City Hall/NWPD station and the Royal Westminster Regiment Militia armoury. The "Pats" (Seth and Andy) had both visited the armoury before, as the PPCLI was the parent regiment for the Royal Westminster Regiment (aka "Westies"). In wartime (like now) the Westies would supply replacement personnel to the PPCLI, among other Militia units.
There was a small honour guard of polcie and Militia waiting for them (a dozen total). The mayor and a couple assistants in business suits waited for them, along with the police and fire chiefs, plus the local Militia commander. There were no Russians present, despite the massive (but possibly independent) Russian submarine docked at the riverfront.
The mayor's assistant stepped forward offering a hand to shake.
"I'm Kirk Dupont. May I present the Honourable Mayor David Shellburne." Everyone, including the Mayor, offered their hands to shake as well.
The Mayor said,
"it's so good to see you boys and girls! We've been hearing a lot about what's been going on in Vancouver! Please, let's go inside, have some coffee or tea, and a bit to eat if you like."
It was as relaxed and friendly atmosphere as the politician could make it, tempered by a certain strain about the unknown on both sides.
