Letter to the DRI

RCMP Sgt. Taras V. Shevchenko.

Requesting contact in Bella Coola, BC.

It is of my attention that a possible Officer of the Soviet forces currently located in the above mentioned location could be willing to proceed to incorporate his person and probably a vehicle and crew of the unit under his Command.

Vitaly M. Bezhov is a Capt. of the Air Defence unit attached to the 62 MRD. currently stationed in Northern BC. Being my own unit of combat engineering providing numerous support services to the air defence detachment as in building up of defensive perimeters, trenching, facilitating access to strategic locations for the SAM units, etc I came across Capt. Bezhov. He would share the discontent against the use of the armed forces of the Soviet Union for the purpose of invasion of a foreign country. Capt. Bezhov is a well experience commander of SA-8 battery with extensive knowledge of this weapon system and it appears that during the air attacks that the Motor Rifle Division suffered and effectively isolated its members after cutting off supply lines, his battery shoot down an unspecified number of combat planes before losing important assets as P-15 radars and associated command and control crews and vehicles.

The last time I was present in this AO there was still an Air Defense capability reduced but active in the form of a number of SA-8 "Gecko" platforms. This type of system, similar to the Roland used by the NATO forces, doesn't rely in external elements to perform its duties and enjoy a considerable cross country capability being fully amphibious.

The idea behind this contact is manifold. The Vancouver Command will assimilate the experience of a senior Officer. Air Defense will be added to the future reconstruction and further inclusion of the airport under federal control. The arrival of Capt. Bezhov will open a stream of intel. about the state and current readiness of the remains of the Soviet forces in Northern BC.

It is to the most importance and interest of this Vancouver Command to proceed to contact him and proceed to incorporate him in the core project of reconstruction of the Lower Mainland as he is consider at this time a person of interest.

Mission Summary:

"Ok, I went over assignments and the route.  Like I said before, we're taking the Spoonful and the Jeep.  I'll be commander in the Kodiak, and Champlain will be commander in the Jeep.  She'll have Lee driving, Delaney as a gunner, and McRae as a rear guard.  I'll have Mac and Hope as my gunners, and the Constables and militias as troops and driver.

We won't be doing any real vehicular scouting; we're just going to make sure the road is clear and secure.  If we need to stop, say to clear debris or anything like that, our scouts and snipers can poke around for a few minutes then.  Otherwise, we're going straight through; we have a big list of to-do's and not a lot of time.

Route will be as follows: start point is on the south side of Uni grounds, at SW Marine and 16 Ave.  We will follow Marine going south-east and then east, until it splits.  We will proceed on Marine Way, the south on the 91A, 91, and Cliveden to reach Annacis Island.  We'll have a planned stop there, say an hour.  Then backtrack up to Marine Way, turning onto Stewardson Way, and Royale Ave into the heart of New West.  One note: we will leave SW Marine for a short time at 70 Ave, to avoid possible exposure to the Bridge Trolls across the river.

Return trip's start point is Kingsway at the Pattullo Bridge.  We will follow the Kingsway north-west until it intersects with the Lougheed Hwy.  Lougheed Hwy, turning into Broadway going west, then south on Alma St, and finally westbound on 16 Ave back to our original start point.

A review of our objectives: 1. contact New West authorities.  Determine allegiance, resources, and disposition to the HAs and BGs.  2. Recce the Russian sub.  Allegiance, state of repair, weapons, etc. 3. Clear both travel routes: SW Marine and the Kingsway. 4. Visit Annacis Island and the Free Market.  Determine HA presence, as well as check for useful weapons and supplies."

Notes: the C1 is the old Sterling SMG, the C7 is a full-auto M16A2 without the later C7A1's flat-top, the C1A1 (aka "FN") is a semi-auto FAL. These people are all in their 30s-40s, mature and level-headed. The Auxiliaries are normally dressed in normal RCMP patrol uniforms with RCMP/GRC vests (and helmets) but can wear something more subtle. Although, the LAV is not going to be subtle!

The militias (the informal plural of the singular and similarly informal singular "militia") each have 6 spare magazines in their webbing, wear Kevlar vests and berets and boonie hats but keep their M1 steel helmets (with cloth scrim covers to break up their silhouettes) handy. They each have one white smoke grenade each but no siderams or frag grenades.

The Mounties have sidearms (S&W .38 revolvers) as well as their Kevlar vests and Kevlar helmets, and Constable Bajorek has a CS canister in addition to 2 spare magazines, Constable Chau has a hand radio and 20 spare shotgun shells.

All militia and Mounties have gas masks, they have one hand radio between them (as above). The Jeep has an unscrambled 2-way radio set mounted in the back. The bio-diesel fuel burns cleaner than petroleum-based diesel, so there is no tell-take plume of black smoke.

The first set of answers were in regard to Taras' questions:

a) Where are the Head Quarters located? Have they any prisoners with them?

- Todd says the main HQ is in the terminal located in the Level 4 Observation deck on the western side of the terminal. That's the "old" command post, where the radio and telecom equipment is all set up. There is a secondary one in Burkeville (the Trolls' living area) at the community centre near Basil's house, and relatively close to the bridges. It's the one Basil prefers to use now.

b) What are the shortcomings being experienced by the trolls in their violent campaign?

- Mostly boredom and social isolation. Not much to do on the island for fun, no one comes there and they are not allowed to leave the island except once a week on Sundays at market. They don't harass people and there are severe penalties for Trolls who assault or rob travelers.

c) What is the trolls operational and political planning?

- Their operational planning is reactive and defensive in nature. Their outposts on the bridges are intended to slow down an enemy to allow for a reaction force from the terminal and reinforcements from Burkeville to arrive. Skyguard, the tower post, mostly looks out to the north, south or west and again will be used to vector a reaction force towards any intruders.

d) What are the trolls numbers, organisation, deployments, training, weapons and communications means?

- They have 94 effectives, organised into 3 rotating platoons and an HQ section. Roughly 30 in the terminal making up the QRF, 30 on bridge/toll duty and 30 in Burkeville as "reserves". There are three M113s; 1 track at the bridge (see below), 1 "ACAV" at the terminal and one mounting a 20mm Vulcan in Burkeville. Three Humvees, Five Milverados (Silverado MILCOTS). Most are trained US or Canadian soldiers from the airfield security detachment, but only a third have combat experience. Lots of small arms and ammunition, but target practice has fallen off lately.

The track on the bridge is a former ADATS vehicle. There are no more rounds so the turret and launch rails were removed but is intact.

Heavy weapons-wise, there's one Ma-Duece at the roadblock on the Arthur Laing bridge and a second one at the terminal. In inventory, there are five M60 GMPGs and Four C6s, a half-dozen SAWs. All leftovers from the when the military pulled out. One 5.56mm portable minigun. There's four M203s, one MK-19 and a Carl Gustav, plus ammunition for them. No LAW rockets. No mortars or artillery.

They have radio and landline communications. Hand-held radios, phones in the bunkers. There are two radio sets in Skyguard, the tower OP.

e) How are the relations with the Hells Angels and other communities?

- No relation with other communities, no defensive arrangements. Trade with the HAs and the Free Market. The HAs have made overtures towards Wright but haven't gotten too far. Yet. The main point of contact with the HAs is via the Free Market on Annacis Island.

f) What is the magnitude of involvement of the trolls against other communities including plans against UBC?

- No plans I know of regarding other communities, nothing towards UBC. Basil doesn't like the "eggheads" but has no contingency plans to deal them other than defensively. There is doubt that the Trolls could mount large-scale operations off the island unless considerably provoked.

g) What is the trolls morale like? How are the conditions in their bases?

- There is considerable boredom and discipline has been slipping. So far no major incidents. It's hard to say if anyone

h) What are the troll's intelligence network details and priorities for operations against other citizens?

- The Trolls have no off-island intelligence network, but they pick up some intel from the market and the HAs.


Seth's and Gunny Conklin's questions filled in more blanks.

They really don't use a lot of buildings other than the terminal and the housing in Burkeville, most are abandoned and haven't been stripped although most of the low-hanging fruit has been picked, so to speak. There is a still and fuel dump at the school to the east of Burkeville.

Patrols are random, going out from the reaction element in the terminal and using the trucks. There are about a dozen NVGs for patrols plus a thermal imager mounted at Skyguard and an image intensifier there, too. However, most of the time patrols kind of look for things to sell.

The bridges are mined, basically land-lay for the AT mines and AP mines, the bunkers protected by command-detonated Claymores. Most of the minefields were removed except for the western areas of the Island and the bridges. In other words, no minefields in the rear areas. All the various beaches and potential landing areas have bunkers, but they are now overgrown and abandoned for a couple years. The bridges were not set to blow, there were no demo charges in place.

Personnel wear whatever uniform they had before, US Army and USAF BDUs, CF combats, some Russians. Most have helmets and Kevlar. No special insignia. Basil has a second in command, the platoons are led by "LTs" (Basil fashions himself a "Captain"), squads by Sergeants, etc. All ranks are just what he made up. There are a few motorboats (small bass boats) docked at the marina at the abandoned Delta Vancouver Airport Hotel.

Current Patrol

This patrol has a mission in mind. The objectives are to recce entry points into the Island and observe the enemy positions to confirm our intel.

The past 48 hours didn't show any important change in the activity of the Trolls. That's good. Our entry point would be Woods Park. Once we land there we will divide ourselves in three pairs. MacRae is second in Command and comes with me he will be carrying the manpack radio. The rest choose your partner and get a Motorola. The frequencies and codes are already there but I expect that the entire mission would be conducted under radio silence.

Once I clear Woods Park we will continue towards this facility area over here. That's our second rally point.


Taras pointed in the map a group of buildings connected to the tarmac and from there we will establish two Observation Post to asses the status of the road and defenses between the bridge and the terminal. We want to take a look at possible obstacles, vehicles at the main terminal, etc.

If we are detected our best move should be leave. We don't want to start an open war right now and they are in their own terrain. The drill will be consisting in create a smoke curtain, provide suppressive fire on the move by pairs, the usual fire and movement and I will lay a couple of anti-personnel mines to slow down the enemy. A pre-arranged signal will alert the reaction team and will pick us up from the Woods Park ramp.

Taras made a little pause and to his own surprise he lit a cigarette extracted from one of the pockets of the fatigues:

Gentlemen: We will do an equipment inspection before we depart. Once in the indian reserve I will distribute the pairs. One will be the point and other will cover a flank. We will move slow and take security halts. The point pair will become the first fire base if we get into deep shit but wait for my command.

Please select a leader between you three and I will have a word with him. We have two canoes and we land across the river. Woods Park is our Rally Point 1. You'll go first as we hit the shore and will recce the bay and prepare an observation post at the beginning of the road that leads to the airport and set a watch over there while I inspect the status of the logs and the ramp, etc.

After that we will be moving forward that road and will move through the treeline to the left to get a view of the tarmac. Rally Point 2 is Fergusson and Shannon Road.
Taras pointed in the terminal map the explanade located to the left side. This is the international terminal and where I expect to find the vehicles of the reaction team. Then we will move towards Rally Point 3 which is the fuel deposits at the other end of Fergusson Road.

There was a fuel tank farm connected to the taxiways at the North East corner. From there the was a commanding view of the route between the bridge and the main terminal.

Overall Intelligence

1) The team is not specifically needed at the airport, other than to help secure it. You might want to be there to check out some gear and so on. The river is rising and all salvage there could easily be lost if the surrouding dikes break (it's on reclaimed land below sea level at the mouth of the river) so it's still something of a priority.

2) It's recognised that the HAs are a serious long-term threat, dealing in drugs, guns and even military-grade weapons from across the US border. They've been put on the back-burner as YVR's been dealt with for different reasons soon. A major problem is a lack of intel. The HAs withdrew from downtown days ago after Stanley Park was cleared and thus lost direct contact with government forces. Their nearest known "outpost" is the Free Market. Decentralised and disorganised, it's likely they'll try and infiltrate the government/police at some point.

3) "Mr. Brownstone" is a name that's cropped up from different people, like survivors and friendly HAs (Andy and Tyler did some undercover work). It seems he's a renegade sniper from the Alaska NG suspected of war crimes (illegal killings of Soviets and sympathisers) but no proof. Rumours say he's set himself up "Kurtz-style" with a small army (platoon-company sized?). Your intel is that the HAs have supplied him with small arms and want he or his group to infiltrate the government somehow (as a private contractor?) but it's an open question who's working for whom.

4) Pre-War there were neo-Nazi cells in BC (in RL, too, like Storm Front, Heritage Front, Blood & Honor and Volksfront, the largest). While they were suppressed as much as possible the Soviet invasion and government collapse after the nuclear strikes allowed them to run wild. They fought both the Soviets and the CF/RCMP. The largest activity was a large NA push in late-1998 to liberate Kamloops that was just barely thwarted by the combined efforts of the 2/Rocky Mountain Rangers and the defecting 122nd Motor Rifle Regiment. Ouuuuurah! There hasn't been any large-scale NA activity since that force was smashed, the leaders arrested and weapons (including a tank and APCs!) confiscated. It's believed the hundred or so NA survivors who escaped arrest have split up into small cells and headed back north.

It's recently been revealed that the Albera Republic was covertly under NA control, unbeknown to most of the population. Albera cut off supplies to BC/Yukon in 1998 and doomed the CF. It's alleged the NA-controlled Alberta Defence Force massacred thousands of non-white refugees from BC (new mass graves indicate perhaps tens of thousands of victims, maybe more) fleeing into Alberta. The ADF supplied weapons and training for the NA in BC. When Alberta was brought back under federal control the NA was purged but some certainly escaped arrest.

5) In short, there are 2 Soviet divisions in BC that turned marauder, both on Haida Gwi'i (formerly the Queen Charlotte's Islands): the 76th TD and 120th MRD. There is still a "loyal" Soviet division, the 62nd MRD (Taras/Bulat/Bezhov's old unit) that is currently located around Bella Coola and northern Vancouver Island. Although direct air/sea contact hasn't occurred since early 1999 (two years ago) It's speculated that regular monthly interceptions of long-range "numbers stations" transmissions are the efforts of the 62nd MRD's HQ and the Kremlin to maintain some kind of radio contact. Typical of numbers stations, the broadcasts are non-repeating strings of numbers and letters sent in plain English, sometimes with the same snatches of music (to synchronise transmitter/receiver?) and totally unbreakable.

Intel suggests that most of the 62nd MRD's personnel have recently transited to Vancouver Island by small boat while most of their supplies, almost all their transport, heavy equipment and tanks remain in Bella Coola due to a lack of sealift capacity. Their combat readiness is debatable but in the last month the CF has made contact with aggressive probing about midway down Vancouver Island.

Fox stopped Taras before he lit out, if only to make sure they were all on the same page. He addressed von Stahl and the rest of the team.

"Major: I think we're about done, then we can release Taras. But you must "sign off" on the plan so we may proceed further. We also need something of a timeline and exact route. We've been granted considerable leeway in these details so I'll attempt to fill in these details, so far as I can, with your permission."

"Before I get into that, Kelsy: the Main Force will be primarily operating together, so that combined element will be Alpha. As well, Captain Bezhov's our "mission specialist", he's not on the list. Not that necessarily everyone needs a call-sign, I guess.

"Communications will be difficult due to the terrain, mainly due to Burnaby Mountain and the high ridge between Coquitlam (basically a plateau) and Port Moody. To solve this, New Westminster agress to provide retransmission services between Alpha and Hotel, while Harbour Centre will provide retrans between Bravo and Hotel. At some point the high ground will cut off direct comms between Alpha and New West; then Bravo will provide retrans from out in the water to the downtown.

"Good news everyone: we have enough bunny suits to go around for both Bravo and all of Alpha. Also, Major von Stahl and Koldan have moved down part of our route and made it through alive. This is the part of Lougheed Highway/Highway 7 from Coquitlam Centre mall to New West, directly past the HA clubhouse."


GM Note: von Stahl noted on his way down Lougheed Highway that there were relatively few abandoned vehicles, only 1 or 2 every 100m. All had been pulled off to the shoulder or farther, if possible. Highway 7 was designated a "Disaster Response Route" so obviously it had been cleared by the authorities prior to evacuating the lower mainland. Otherwise, the road was in good condition with only a few rough spots (potholes and breaks) in the pavement. He remembers the stretch they will be traveling to have wooded high ground to the west. There was  little development except for a major hospital of some kind sandwiched (Riverdale) against the hillside, and a few "big box" stores on the flats by the river.

"Major, I'm also assuming reasonable caution in route travel using "traveling overwatch". I'd put the BTR (Alpha) first with the LAV III Kodiak (Lima) after. Bravo has a plow blade to push aside obstructions, and Lima can use its thermal vision for on-move recce (reconnaissance) over top of the smaller BTR. Normal separation 20-50m in clear terrain, closer in restricted terrain.

"Also, Major, you can observe the thermal sight from the passenger compartment using the LCD screen but I assume you'll be in the command position in the Kodiak's turret? In the CF, normal mechanised doctrine is the section leader is in the turret command position and also commands the dismounts, leaving the gunner in command of the vehicle."

"So if it's okay with you, I'll put you as commander, Lee as driver and Tremblay as gunner, who will also command the vehicle if you dismount."

"In case of road blocks, IED and other unfriendly events:

Road obstacles: BTR with shield is the first vehicle. If possible the BTR clears the way. LAV will provide covering fire if needed. If we are faced with an obstacle we should keep in mind that might be an ambush. If we can not clear the road. We have to look for an alternative route.

IED / mine: Depends on situation. Rule no.1: away from the explosion site. Either break through or stop and go backwards. If one vehicle is it and immobilized the second on has to do a so called crash rescue. Grab the guys and then away. Always be aware of an ambush.

Armed roadblock. We are not here to fight battles. Therefor we should avoid every gunfight. If we are hit (e.g. ambush) then it depends on the situation if we break through or evade and try another way.

Contact while dismounted: Avoid firefights. Especially in NBC-suits. Back to the vehicles. LAV and BTR will provide covering fire."

Operation Orders


1. SITUATION

a. Enemy Forces - We do not know what's out there other than the spotty INTEl we just got. Expect the usual suspects in the form of bikers and other criminal gangs. If we come across any they may not be too openly against us but they are heavily armed and in this one we are going light. Rules of Engagement to be respected.

b. Friendly Forces -
We can count with the support of the RCMP and New Westminster Police as well as the militia. They are aware of our presence here and they can come and help but we are going to bandit country, away from their normal turf. Keep in mind that.


2. MISSION
The mission will be to recce a suspicious farm and surroundings as well as any suspects involved in order to find out if any major criminal or series of criminal offences are taking place over there. Again, we are conducting recce, looking for information about what is going on.

3. EXECUTION
 Concept of Operations
As a part of the overall effort of reconstruction and return to normal life in the city of Vancouver our purpose is to gain overall control of all the Lower Mainland. That's why we are conducting this recce mission as we are expanding our area of influence.


1) Own Troops -Our force is composed of a ground and a riverine element. The purpose is to recce both roads and rivers leading to our objective and being able to provide mutual support.
2) Attachments - Due to the rush for this missions we don't have any attachment from other units as we had before but we may have a limited back-up as I mentioned.

Coordinating Instructions:

The zodiac or riverine team will depart as soon as possible and no later than 10:00. I will be commanding this element and will navigate up the Fraser and Pitt River past the three bridges to a suitable location to drop our sniper team of two people. Then we will continue towards the farm following the sumerged tracks as they represent the lowest elevation following them from the railway bridge and closing in towards the farm. The LAV III will have to use the roads, mainly the Lougheed Highway to get there. Both elements in the area should be under cover and surveillance but our sniper team. After the mission is achieved they will be contacted and extracted initially by the same manner.

1) Timings

Departure time shall be no later than 10:00.

2) Control Measures

Our principal control measure will be the arrival of the zodiac to the bridges, the drop of the snipers and arrival to the farm location. This will be vital reference for the LAV III to keep pace with our progress and as such it will reported by radio.

3) Various Plans

We are not planning in a series of obstacles to isolate the objective and we are not expecting to fight armor. What we are expecting is the possibility of fire support from the LAV and as such the commander should make good use of the surveillance sensors and providing good arcs of fire once the farm is pinpointed.

There will be foot patrols around the area but I only expect to use the LAV crew to provide support and fire suppression as needed.


4) Other Points of Coordination
(a) Fire orders will be transmitted by radio unless self defense is required. Everyone should be familiar with the ROEs.
(b) We do not need to apply much concealment since we are likely to operate in the open and our patrol is by all means also a show of force in the area.
(c) I will recommend Belanger to post a spotter with a radio near Port Mann bridge as this is the only link with Surrey. In the event of visitors we will have a warning.
(d) As soon as this briefing is over everybody will get their combat kit and be ready for inspection. Commander Liutenant will proceed with the LAV and myself I would do so with the boat.
(e) Upon arrival in the farm a will order a dismount patrol with its details.


4. SERVICE SUPPORT
a. Ammunition - Everybody should carry their own complement in good use and ready for inspection.
b. Dress, Equipment and Tools - Regular uniforms and gear to be worn as usual.
c. Transport Arrangements - Both our jeeps here will take us to the wharf. The LAV is parked around here.
d. Medical Arrangements - Royal Columbian Hospital and their ambulances will be ready for any medical emergency. In any case don't forget to carry your own first aid kit if you have it. Seems like we have a medical assistant on board as well, which is a good thing.
e. Handing of Prisoners - Prisoners will be handcuffed, blindfolded and taken for interrogation and custody to the UBC grounds where the RCMP has its main facilites. Prisoners would be handle to the RCMP I repeat.
f. Rations and Water - The mission hopefully will be short but it would be wise to carry at least rations and water for the day.
g. Carriage of Kit - You are authorized to carry your equipment in your current carrier but it will be inspected before departure for weight, noise, etc.


5. COMMAND AND SIGNALS
a. Command
Overall Commader of the mission is Ms. Clarke with HQ over here. Patrol Leader will be our new Lt. and I will coordinate the naval squad. Second in command of the naval squad will be Kelsey. The sniper element would be subordinated to the Lt. Patrol Leader as he is also the main fire support provider.
b. Signals
Kelsey will be in charge to provide a set of codes and frequencies for all the elements involved as she's been doing so previously and she's very professional.
1) Radio Frequencies - Channels would be provided by Kelsey and radio checks would be conducted.
2) Codewords - Arrival of the zodiac to the points of coordination will be radioed with code words also provided by our Kel.
3) Special Signals - No use of other channels or frequencies will be allowed. The Patrol leader would be able to change net but we will consider that local support can be contacted and dispatched by Mr. Belanger as he will be monitoring the mission.
4) Nicknames and Other Points of Reference - Again Kelsey will show her imagination to keep OPSEC to a maximum.
5) Password - Challenge password for the mission will be "BAREFOOT"

"Ari!  Slave set B on the Spoonful to my 68, and set up set A on the vehicle, give them in vehicle commo on their A switch and Broadcast on their B switch, all stations."  She figures if she gets a good hook onto the set on the spoonful she can retrans with it if need, she will have to set the step on the 77 to accomplish this though.
