Group of players seeking Eberron game, D&D 3.5
Too little detail there to take over the plot, so I'd start a new game and welcome the same characters, with a few tweaks. I am much more permissive on sources, for example.
Is very low level important? I find 6-8 to be the sweet spot for being able to throw carried challenges at the players, especially in a game with psionics (mostly) replacing magic.
Something like, investigating a House Cannith facility in the Mournlands, where magic is unreliable beyond very simple spells but non-spells work fine (psionics, binding, incarnum, etc.) should keep broadly similar flavor.
