My game would allow for goblins...but for in-game reasons tied to history the following changes have been made to the goblin (not the entire goblinoid type)
-2 str +2 int
Magic in the blood: a goblin is steeped in magic gaining the magic domain power treating it's class level to determine the limits of the domain power
Favored class: specialist wizard.
