My Fate Core Fantasy game doesn't fit all your criteria... but might still interest you.
the big mismatch is that I'm not prepared to go with monsters as PCs. The PCs are humano-centric. Creating a unique character (who would check off your "oddity & variety" boxes) is still certainly possible... I take a very active hand in character-creation and want to help you craft a character you
want to tell a story about...
Fate Core is a pretty straight-forward system, but if you come from a D&D style background, it does require a bit of an adjustment to a much more narrative approach. I can teach. But I'd still need you to have access to the Fate Core book or PDF.
The boiled-down concept for this game is
"Fantasy Espionage in a cold war between two great nations with very different world-views."
Magic in this setting is a given. Literally
everybody in this world can do ritual magic. It's the fast-cast elemental magics that are new and special and scary to most of the populace.
