I'd say leave Weiss in Group 3. He may be a little busy today, but he will be back and sitting about with Fox isn't going to be much fun.
We also need as many PCs as possible in the groups to lead the locals. Weiss is also the only PC besides Mulcahy able to speak Polish, albeit badly. This skill may well be of critical importance.
Weiss, while the player is away, wouldn't be in actual command of the group - that job would fall to Varis who would be responsible for leading the group as Weiss (effectively NPCing him, or at least his decisions).

I think that the obvious solution is to do as you've said Fuse and move Kurt to join Fox. As a replacement squad leader the obvious answer is Oskar (unless JJM has an issue IC with Oskar being a squad leader, which I don't believe is the case).
Oskar was recently, as in less than 24 hours ago, been demoted to Private. He was also to have been closely controlled (JJ's words) and used as scout and sniper. I rather doubt that given such a short time frame, JJ should be of a mind to alter his opinion. It is of course up to him as a player to decide...
Mike should absolutely give up the M203 to Frank. To do otherwise would border on criminal.

Incorrect! Only those items which would otherwise need to be carried in hand are to be left in the vehicle. There's no reason for the claymores to be left behind as they have carry bags which can be slung over the shoulder.
The Claymores should however be distributed throughout the group as 6 do add up in weight.
There should be at least 2 radios in each group. If not, then allocate a manpack to a local to carry. For that matter, allocate a manpack to both groups 1 and 3. The 3rd manpack is going with Fox (carried by #16). Young and the mortar group will make do with the Humvee's radio.
