Well, it's hard to sustain a game. Even harder to sustain one with forward progress. It's nearly impossible to get any leveling done.
This isn't entirely true... granted for 95% of Pbp games its pretty accurate but an exceptional GM can make this not so.
I have been in a Hackmaster game on Myth–Weaver (first Pbp game I have played not on Rpol in almost 20 years).
The GM set a daily posting rate to which most players abide by, but when a player is absent play does not stop... The GM moves it forward assuming an action for the missing players characters or the other players NPC the missing characters dislogue... we all have given permission for this... forward progress is valued more than waiting for people to post for days on end... we started at level 1 not even a month and a half ago and my Dwarven Berzerker Cleric is one encounter away from 7th level.
Granted its a different genre but pbp is pbp so that doesn't really matter... the Gm sets the pace and as long as they are committed to it then there is always progress.
