If I recall correctly a scroll in DCC uses the spell check of the person who wrote it, no?

It depends on the scroll.  Some of them can be read by any class with automatic success, others use the caster’s normal spell check roll at -2 or +2, etc.

Yeah, roll a d100. On 1-75, cast as if you were the caster. If you roll higher, I'll let you know.

Sorry, I wasn't clear. When I wrote that 2 of the clerics heard the spell, I meant that a 3rd had not. There were 3 there -- 2 were affected -- and 1 made his save.

Does AC 11 hit? If not, how much Luck do I need to spend to hit him?

13:26, Today: Zaichus rolled 11 using 1d20+1 with rolls of 10.  Attack w/paralyzing strike on caster.

You would need 6 luck to hit the caster -- AC's are listed in the updates, btw.
