It looks like it is a 1st edition 'compatible' free document.  They changed enough, for it not to be a 'copyright' infringement.

That seems to be what i saw of the down load. I'm not sure it sounded like they did a reverse engineer from 3.5 open source much like pathfinder created 3.75 from it.
Whether it's copyright logic would pass Court muster I don't know but might be useful as a open source nexus for first edition in a campaign the dealt with inter-pax [game-system] rivalries.
