I'm starting a sandbox game for 3rd level characters. We could use a few more players to get started. Build a kingdom, search for long lost treasures, kill dragons.

I express some interest in this. So is this more of a kingdom building sort of sandbox as I'm understanding it, or we're sort of using a mixture as a base of sorts as folks do whatever they dare?

It's whatever the players want it to be. I have a world with various plot hooks and the players can do whatever they want. If you want to focus on building the kingdom, you can. If you want to go out on quests and adventures, you can.
