The game is using Hero 6.0. Player characters will be 400 points with 75 points of Complications.

Character Creation will be as follows:

Base Points: 400
Complication Points: 75
Speed: Should be 2 to 4 for Normal Heroes, 4 to 5 for Martial Artists, & Around 6 for Speedsters.
PD Maximums: 30/12r
ED Maximums: 30/12r
Max Points Per Attack: 50 (This Includes Martial Arts Maneuvers)
Skills Minimum (Not Including Combat Skill Levels): 40

Required Disadvantage:
Hunted:  California State Police Infrequently (Mo Pow; NCI; Watching) 10 Points
In addition those characters who are mutants should have the following disadvantage:
Distinctive Features:  Mutant (Not Concealable; Noticed and Recognizable; Detectable By Uncommonly-Used Senses) 10 Points

Characters should also have the following:
Fringe Benefit: State Police Powers 3 Points

Any equipment the character has needs to be purchases as a power

Characters will be involved in both investigations as well as superfights. Base and Vehicles will be provided by the State of California.
