Okay. So this is something new for me as a GM. But I have seen other sorts of games similar to this in flavor. I think I got this. ;)

Looking for a slice of life, post apocalyptic, wasteland settlement, character simulation? This is a narrative with the players in mind. Your story is what you make of it. The world around you is loaded with unique, living characters and NPCs that act and react according to their own motives, morals, and imminent desires.
