It's statistics. 2 out of 52 cards is roughly 4% per each card drawn.

Each PC is drawing around 2 cards, sometimes a lot more. A base 6 PCs drawing 2 cards each is roughly a 48% chance of drawing a Joker per turn, 24% for a Black joker. These are base, rough amounts but you see my point?

It doesn't like when you have only 1 die in your pool.

You must take out the "1" in the "keep highest" space for it to work.
