I rolled 3, 11, 5, 5. That should be a success and a raise. So 3 cards right?

Roadkill has 7 White Chips and 3 Blue Chips.

White chips allow another roll like the others, in effect increasing your dice pool. A Blue chip will stack onto your highest roll. Time to spend a chip!
