At this point Peter couldn't have affected the Raptor, anyways. If we went last, what could he do that would be different? He could sleeve a card (1 Action), Wait (1 Action) and then take his last 2 Actions after the Raptor.
It does seem counter-intuitive; if you want to wait to coordinate then it costs 1 Action. But waiting is an inefficient action of a sort so there is a downside.
In combat actions are resolved on your turn so in the normal course of things, going before the bad guy is an advantage. Some variation on sequential initiative (I-Go, You-Go) is pretty standard for RPGs. I believe Deadlands: Reloaded is like this, but you get 1 Action per turn.
In table play, DL normally resolves each Action on a separate card, but that leads to insanely long turns! Think of it: 6 players with 2 or more Actions, plus bad guys, something like 15+ cards might be drawn, with each post resolved in order before later ones.
(What I am doing now is Quickness determines your total Actions, up to 5, and I draw that number of cards for you and take the highest as your Initiative card. So having a high Quickness still is a considerable plus in that you have a higher init and more Actions.)
As for if standing up is a full Action, I'll say it's not. But if you don't take a full Action, then you are counted as "Hip Firing" (-2) if you combine that with a firing Action.
