As a rough guideline as to what is an action and what is not, movement in an of itself is not an action.
Movement is conducted at the same time as all your actions, if applicable. So it talking, at roughly a word or 2 per action. (For example, if you have 1 Action and post a long detailed plan I might decide to ask you to trim it back.)
Walking (moving your Pace in yards) generally has no negative modifiers (although you can't aim), if you run your Pace is doubled.
You can still spend Actions ("Pick up the Pace") to get some extra movement, which costs Wind.
Readying a weapon is an Action (unless using quickdraw), an attack is an Action (for firearms with an ROF of 2 or 3 you still make 1 roll but get an additional hit per raise). Anything that might require a skill or Attribute check is an Action. Reloading might be an Action or more, depending.
