No, everyone is not still in town.  It is deserted just like at the end of the series before Sunnydale sank into the ground (which it didn't here, because the game diverts from the events of the last episode).

The police and fire departments did in fact evacuate Sunnydale with everyone else but now they are back in town and going about their business.  Why?  Someone told them to.  Who?  Now you don't want me to spoil the surprise do you?

So Graham and everyone else should be surprised by the presence of the police and fire fighters. I'm sure it will be discussed among the characters once they've escaped.

Mike is fine, his position was a few yards away from the front entrance, so the cops spotting the "gang member" and trying to drag him out in the sun would not be healthy for him.

Internet still down, managed to resolve this round from the library computer.

For reasons known only to her player and myself, Buffy's stats do not match up with any particular season of the show.  You may not want to rely on her too much.

My Internet is now back up. Once Buffy posts her move, I'll get this round resolved.
