I mean the good captain's reputation precedes him. Sarah dressed like she did, partly because its one of her go to non-uniform uniforms, but also because its a subtle jab that she doesn't need to wear her awards to earn respect.

Most likely Lizzy's Father will be at the Brian Ball Roy wear your dress uniform and all your medals to that, and show up the Captain.
