Don't read too much into it...it's just a term someone came up with, trying to find a clever, catchy way to sum up people who hide behind their alignment to excuse themselves doing some really dumb stuff. And, yes, it's typically done purely to satisfy their own personal whims and with little or no regard as to what impact it has on the rest of the game. They are the "As long as I'm having fun, piss on your characters" kind of players...and they aren't always Lawful Good characters, but Neutral Stupid just doesn't have the same kind of ring to it...
And, actually, the alignment system is one of the things that drove me away from playing D&D...most people I know don't fall so cleanly into one of nine categories, they're a little of this and a little of that and if it's something they're really strongly against, they might be a whole lotta this other for a while and then chill out and...
I feel like D&D builds far too many game mechanics around alignment, when it should basically serve as little more than something to help define the character. One of my favorite things about the homebrewed fantasy game my best friend in college used to run was the lack of a clear 'Good' and 'Evil'...like, if you tried some kind of detect alignment on a magic item, using Red for Evil and Blue for Good, you would see a purple aura...because the item itself had no alignment, but it had the potential to be used for good OR evil.
