Hey I wanted to clear a couple of things up for everyone.
1. To add manipulation to any of your powers you must declare how many levels of Manipulation you are using first before you roll the appropriate skill, like throw, projection, brawn, of a chi skill or magic skill if appropriate to active your power. You never activate Manipulation.
2. In our game there are two categories that impose a penalty to manipulation at -10% per level of manipulation. Those are the combine powers and combine powers to items category. For every power you combine, there is a -10% penalty to try and make the powers work.
Example- If I wanted to shoot someone (I'm the human torch lets say) and I shoot someone with a "blast" and "whirlwind" fire attack, that would be one level of manipulation. My projection skill is normally 80%. To make both of those powers go off on one guy, -10% and now my skill is 70%. So when I roll my skill check for Projection I must roll a 70% or lower.
2nd example- I the human torch, want to use "Blast", but increase the range, then add two more targets, then, make the magnitude higher by 2 levels(cuz I think the guy has resistances against fire) all in all I have added 5 levels of Manipuation. As long as I have the levels of manipulation (51% or higher in my manipulation skill) to add all of those up there is no penalty to my roll. My skill stays at the 80%.
