Skill X is 55% and you want to attack them. You want to roll under your skill to be successful, but for a normal success you want to roll as high as you can not going over your skill. So a roll of 55 would be the best. A crit is 10% of your skill so (rounding up) your crit range is 1-6. Any roll from 1-6% is a crit. This also means that a 7 is the worst roll you could make while still succeeding at a skill check.
A roll of 1 is a perfect roll. 2-6 are crits, but the 2 roll is beaten by the crit roll of a 5. 5 is higher than 2, the higher roll is what you want. So other than a 1, the 6 would be the second best crit roll you could make in the case of this skill. The 2 would be the worst crit you could roll. Worst crit is an oxymoron I know, but I want you to understand for comparison.
Baddy X rolls to attack. His skill is at 60%. He rolls a 33%. He succeeds in attacking.
Your skill is 40%. You have to roll a resist check. You roll a 39%.
You succeed. Your roll was a higher success than Baddy X's and under your skill.
