1) You're correct, I posted a few Advanced skills that you were assumed to have at 0% (instead of the -10% penalty for unskilled use) due to Project and RECON training. But this was unclear in the rules so I took it out. Sorry for any confusion!
2) Correct. For all skills that do not require a Specialty from the outset (marked with a "!") all skill rolls with subskills are at the base, up to 20%. To use your example, say you put 30 in Bargain, with 10 in Negotiate. Your Negotiate rolls are at 30 + EXP Skill Base, but all other Bargain rolls would still use your base 20. If you have Firearms 20, you can use all firearms at 20.

2. Very few are marked without a specialty. Like.. 4 Own Language, Own Culture, Performance, and Martial Arts... Two of those are "Freebies" and I think that is what the bang (!) is for there, and the other two I am pretty sure a specialty is required at start.
From your description, you would mark it up to 20, then branch and add 10 to "Negociate?" Is that the same thing with Firearms? The sample sheets show breaking it up into 5 points per specialty, which seems to contradict the rules.
