Alright, I had a weird idea: a classification system for various levels of threats for the Concord. You know, once we get that notification system up and running. They're based on the angelic hierarchy.
First Sphere
First Sphere threats are localized and can generally be dealt with quickly and totally by someone with sufficient skill, usually requiring little or no specialized expertise or power. Indeed, threats of the First Sphere are often easily contained by mortals with no prior experience with the supernatural. Though some threats of the First Sphere may be dangerous, they are usually temporary or easily contained. They should still be dealt with in a timely fashion, to prevent ascension to a Second Sphere threat.
Angel: An Angel class threat is essentially no threat; it is harmless, peaceful or otherwise incapable of causing harm. Angel-class threats are only threatening in its ability to hint at the existence of the supernatural. The vast majority of supernatural entities and phenomena, including most minor spirits, goblins (within the Hedge) and homunculi can be considered Angel class.
Archangel: An Archangel class threat is one that provokes potential risk to life and limb of nearby individuals, but which can be easily contained with proper procedure and quick thinking. Also denotes a threat of a higher danger level that has been pacified or contained but not neutralized. Newly escaped changelings, newly embraced vampires, recently-bound sin-eaters, and inexperienced hunter cells all fall into this category, as do most ghosts and minor spirits.
Principality: A Principality Class threat is one that provides potential risk to numerous individuals, and which has special capabilities to resist containment or neutralization. Powers such as resistance to damage, limited immortality, and supernatural strength are common at the Principality level. Principality level threats include newly awakened mages, newly changed werewolves, most experienced hunter cells, and the homicidal entities often referred to as 'slashers.'
Second Sphere
Threats of the Second Sphere are generally denoted by their ability to present danger on a wider scale. Beyond their unfortunate ability to attract media attention if left unattended, Second Sphere threats are typically defined by the difficulty of containing them, either due to some anomalous property or due to their sheer power, and almost always require extraordinary mundane might or supernatural power to contain them. Threats of the Second Sphere may potentially harm substantial portions of the city if left unchecked, and so are to be treated as high-priority targets as soon as they are discovered.
Power: A Power level threat is the lowest level classification given to threatening entities with infectious or reproductive capabilities (that is, reproductive abilities beyond the standard gestation of normal animals, such as supernatural parasites), but it is also given to threats of the First Sphere which have not been contained for a significant period of time or which have proven difficult or impossible to contain by mundane means. These include small rogue groups of known supernatural entities, supernatural parasites or diseases (or the entities created by them), or any fragment of usable mystical power that has fallen into the hands of normal humans.
Virtue: A Virtue level threat meets many of the same qualifications as a Power level threat, but is distinguished by a higher level of potential damage. Entities capable of large-scale mental or emotional influence, or which pose a specific threat to a faction of the Conclave, all receive at least this level of classification, as do any which are capable of causing deaths in the range of hundreds or thousands if left unchecked. True Fae, Abyssal cults, rogue geists, and sects of Belial's Brood all fit within this classification.
Dominion: A Dominion level threat is defined as a danger capable of wiping out the entire city if left unchecked. To gain this classification, a threat must pose immediate danger to the entirety of one or more factions of the Conclave, or a significant portion of the mortal population of the city. Alternately, it must have pervaded to the point where it can no longer be contained within a limited area. A full Wyld hunt, a high-powered Abyssal Manifestation, or a Pure incursion all fit within this category, as does any infectious supernatural phenomenon that is not contained or which mutates into a more contagious/dangerous form.
Third Sphere
A threat of the Third Sphere is, quite simply, the level at which a threat becomes dangerous to all mankind, or to the Earth, or to reality or existence itself. Threats of the Third Sphere are largely theoretical except in a few, rare cases, and almost always require immediate action to prevent a large scale disaster. The discovery of a Third Sphere threat requires immediate devotion of all available resources to prevent or contain the threat; any threat above Throne level requires immediate dedication of all resources, period, and automatically invalidates any pretense towards hiding the supernatural from humanity. Any individual found to have been compromised by a Third Sphere entity is to be neutralized immediately, and evacuation protocols for the nearby region should be initiated in the event that a Third Sphere threat rears its head (assuming evacuation is possible).
Throne: A Throne level threat is defined by having a scope and/or power which extends beyond what can be had under normal circumstances. Without power on the level of an archmage or a supernatural being of similar strength, Throne level threats are completely uncontainable, and pose a threat to an entire region of the country, not just one city. Threats of this level are to be destroyed or contained as soon as possible, and are to be considered dangerous if their area of effect includes any portion of Queen's Bay. Hostile spirits above rank 5, highly infectious supernatural parasites or diseases, and nuclear weapons are all considered to be Throne level threats.
Cherubim: A Cherubim level threat is one that is capable of causing localized extinction of life or intelligent thought over a limited area. Should it be allowed to come to fruition, it would be impossible to hide or explain away, as its effects would be life-altering to the entire human species. Cherubim-level events include anything on the level of the eruption of a supervolcano, or the impact of an asteroid 1/2 mile across or greater hitting the Earth, but which does not necessarily result in a total extinction event.
Seraphim: To put it bluntly, a Seraphim level threat is an end-of-the-world scenario. Seraphim class threats are fundamental threats to the continued existence of humanity, the planet Earth, or reality as we know it, and should be treated as such. In the event that a Seraphim class event or entity cannot be contained, no further action will be necessary.
