I suggest you look again.

Opening the Germany file from the files list it shows military TLs at the correct levels, not all 8.9, as it does in all the other sheets I've looked at.

You should also see Biology tech level is now 8.7.

Just to be clear: Germany is not declaring any war, nor attacking Egypt, just lending air support to Libya (and Italy if involved) if attacked.
