Pretty much any paut purchased in Northport has a specific set of temporary side effects particular to its manufacture and to the nature or the philosophical cognates of substituted ingredients. This is part of a plot I have been writing since maybe 2015 or so.

Also, I had taken vacation this week, my wife decided to join me (I get like 3 weeks mote than her) so I will have a sparse presence here except for some evenings

Sounds like a combination of Reputation (large group: Northport law enforcement) and Social Stigma (branded criminal).

I don't know for gwythaint's game, but I strongly suspect he's taking it straight from DF, DFRPG, and Basic:

Social Stigma (Criminal Record) [-5]

Since there are literally thousands of posts in this game...  Where is the information on the cat folk?  Anything I should be reading up on along these lines, that Balir would know about after his short time in town?

Short version: Cat Folk are a playable race, but in Northport they have a Social Stigma: Second Class Citizen; they're commonly employed as servants, especially in Little Sahud (or that may just be where I've seen them most).  Their template is in Dungeon Fantasy 3: The Next Level (along with most other playable nonhuman races), or in the DFRPG book.

Based on my experience, they're no more good or evil than humans -- which is to say, they might easily be either, or somewhere in between.

In this case not your typical catfolk, which are man sized, I am more akin to puss in boots, about four feet tall, and more cat than anthropomorphic cat person. The regular Carroll have a place in Japanese mythology, and are pretty much D&D tabaxi.
