Begore we track this any further, Rosewood,  Anita's player accidentally posted as one of their other characters. That id why you saw a leprechaun.  It was corrected, and commented on for the correction.

Now if an encounter with a leprechaun had do to with your issue, then cool.

Hi.  Yes I understand the mistake the over player posting in the wrong character.
However it has played into Rosewood issues.
When I was talking to the other fairy I was sorting out the back story and decided that the reason why Rosewood had ended up creating a fairy dust bolt was to deal with two leprechaun that kept messing his beloved library in fay land up.
Moving books around.  Writing rude things in them.
But nobody really believed.  They did it in such way that nobody but Rosewood really noticed.  It was all done to upset Rosewood.

This make Rosewood mad.   He had give the leprechaun a good smack and the only way do this was with pix dust.  Does this make sense?

With your permission I like to change the following.

Intolerance of Dwarves

to

Intolerance Leprechaun.  It was two Leprechaun that result in fairy dust bolts.

It then ties things up nicely.  Is that ok.

It also fits with Rosewood seeing the leprechaun, but nobody else does.

Leroy looked quizzically at the pixie a second, wondering why the slight jest about leprechauns had provoked him so. Then he got up and left the tavern, walking out into the street, to keep an eye on the boarding house, and any commotion in the streets, out of the ordinary.

With cloven hoove visible beneath hr dress, this fey creature sems to be descended from fauns like Maddo, but her features have an ethereal eauty unlike the faun at the fey tavern, suggesting perhaps that she had a nymph parent.

A human woman called Maudwyn is behind the cult.
However from what I could see of her shadow she not human but a evil type of fay that using human to hurt fay and she sort that just as happy to see fay hurt humans.
A war between the two is just sort thing she find pleasure in.
