$30 is a discounted 4 hours of sage time.
The question you suggested could be answered with a 400 page thesis, which would take 2-3 days to read aloud to you, and would be the equivalent of dropping 4 points into Hidden lore:Faerie.

that would normally take about 400 hours of study time to accrue. specific questions only.

They are all nominally in the winter court, as are most Shadow elves,
Hags, redcaps, boggles, and Frost Knights.
Now your size is wrong about the other good fellow,
they just live in their own pocket, and where they see
a wee little door, we see one that is larger, as are things
 that one would see through it.
 Such a pocket is often found where gates intersect,
and Hyacinth has her place where there are several doors to Faerie,
so I would not be surprised if our good neighbor has a liminal space near there...
 and such things are larger on the inside than out, to be sure."

They have a variety of powers that vary from elf to elf, and are not the same as regular magic, although they are prone to glamour of various types. some can walk through doors in shadow into faerie. All serve Winter's Queen, although only some bear rank in the Winter's court. "There is rumored to be a book used to call the rolls when the Winter Court meets, it is hundreds of pages long, and mostly judt lists titles. No true names are in it, but if there are,  it would be a most closely guarded item, for it would give power over those whose names are inscribed within."

mechanically, it is at least a perk, (favor), and if used in binding spells it gives a bonus, but makes an enemy...

you will need to drop a minimum of a point in savoir faire :Faerie court: Winter (defaults at -2 to Summer and vice versa) as a prerequisite for social skills like : Politics, Faerie Court (winter or Summer) or Current affairs, faerie Court(winter or summer)

the book would let you spend a point on Savoir faire:Faerie court, becoming a member of the brotherhood of sages is a one time fee of $100 and a character point, but it lets you use the library for $20 a day.

Rosewood has decide to stay out of all this.
He is not totally sure about the so called sage but feel he does not know enough to know if this is right or not.

So he just keep quite.
