The shadowed figure was silent for a few moments, but then a calmer voice started to speak. "I appreciate your point of view Councilor." He said. "But, appreciate the facts involved as well. It is your unlives that Rosie is tearing down around you. Not mine. I have a more personal reason to want to see her destroyed. A history of pain."

The voice remained calm as Karen spoke. "I will listen. I will give those here a chance to present a plan. But I will not wait and watch as she strikes from her lair, taking down each of you one by one. If this Maeve woman has some kind of insight into the location of the wicked Haunt, then I will act on that information accordingly."

The savage instincts of the Demon within forcing her to posture as second nature without a thought for the uselessness of it all. The simple impulse was often hard to ignore to violate personal space in the conveying of her points.

Dylan paused for a second before broaching the subject.  "Are we interested in putting word out through the Cacophony to see if any of her agents may be interested in flipping.  For amnesty they must give us information concerning her whereabouts or her operations."

"She probably has more than just the Revenants working for her.  Even if they are bound, they may get a small opportunity at fighting her will, which may be long enough for them to rat her out.  This could save some of our own blood, and could lead to vital information, or it could lead to nothing.  That said they may belong to covenants that are illegal, so we'll need the stamp of those up on high."

"You. Whoever you are. Councilor Maeve Saorise represented the Circle of the Crone in the court of Mayor Demetriou. She served for many years and is a Red Sunday veteran. She fell into torpor after the attacks on her haven, likely perpetrated by the same mooks that just hit the Devitis place. And I will bring her back."

Yngvi emitted a low growl/sigh, his patience wearing thin with all this talk. "I will confer with Councilor Saorise as to her findings related to the Morrow map. I will then confer with Councilor Carrol as to her findings. Then we hunt. Any more questions?"

"Where did you get the map from Councilor?  How old is it?  What are the chances that Rosie is still there?  What are the chances Rosie knows about these maps?  And how many are you planning to take down there?"

"I would also like to suggest keeping one or two more martial leaning individuals top side.  Luring down the majority of our fighting force to a place where they could be trapped for a time or at least incapable of contact with the rest of us through normal means, would be a move I would do if I was in Rosie's shoes.  This would leave the leadership vulnerable, and we already know they've been attacked once.  What are the chances that they went to other councilors and may have been followed after the last attack?"


Dylan's voice seemed cold, almost emotionless.

The call to go down there seemed insane to Dylan.  He believed in containment.  If they knew the area where she was at, setting traps, detectors, and limiting blood supply going in there, be they vampires, humans or even animals, would be his move.  The long game wasn't as flashy, it didn't include an epic battle with her.  It was a game of starvation, maybe detect her when she tried to punch her way out after tunnels were sealed, and stop her then, when she was half starved.  Granted, it would mean a lot of cleaning up, and the possibility of more hunters in the city, but the risk seemed worth it.  Plus he would be indispensable in that time, hopefully solidifying his political position among the kindred of the city.  He didn't bring it up however, as those with higher status were already making it clear they wanted to give chase to the crazy monster that lived beneath them.

After Dylan laid out his concerns, the calm voice chuckled a bit, with an almost familiar tone. "Stay behind if you want, leave that envelope closed if you know what's good for you. I on the other hand, have unfinished business with these Dragons."

They knew next to nothing and the increasingly chaotic and fractured stances of her peers was only making the matter worse.

"Did we kill him or capture him?"  He was still not sure about the details of either of the attacks.  "And can someone fill me up on what happened in that attack.  You may wish to do it over VPN, as it may save you the hassle of explaining it several times."

"While I want nothing more than to see this through to the end, the truth is that I sustained heavy damage last night in my efforts against the Lancea hit squad that attacked the Devitas Residence.  In the course of overcoming the suicide squad that was deployed to burn the place down, I took a HEAP round to the face from a sniper.  If not for my Savage Resilience, I doubt I would be here talking to you all this evening."

It was a bold faced lie, and one that served her Requiem well.  Rebecca did not subscribe to the camp that believed it was best to be underestimated by ones' friends and foes.  Her Reqiuem depended on both ally and enemy alike failing to comprehend the true danger she posed until it was too late.

"The result of this is that I am less than field worthy, and of far more use to you all within my official capacities than I would be as a bruiser out on the street.  I can broker far more power through my contacts and Archive than I could bring to bear on the field.

As such, I have two orders of business.  The first concerns our own arsenal, specifically the Lady Saorise.  As I am to have understood it, the Lady of Crows was struck down into Topor not two nights past.  I do not know how long she will rest, but I feel that given the choice she would prefer to be up and fighting.  The Councilor Carrol and I posses the capability to awaken her from her slumber.  If the High Priestess and her Hero were to bring her slumbering corpse to this set of coordinates, we can get her back into action.


The second concerns the arsenal of our foes.  For fifteen years the Mayor has banned the practice of any power of the blood outside of the traditional Disciplines, the magic of Crúac, and the mandate of City and Carthian Law.  Such actions have proven to be insufficient, as out foes have repeatedly employed external powers against us.  From the use of Lancea Magic to Dragon Necromancy, we find ourselves beset on all sides by a supernatural arsenal.

Simply put, ladies and gentleman, there is no reason for us to suffer these indignities.  No reason at all for us to allow our enemies to employ the weapons of their fallen Covenants against us.  I fail completely to understand why the Mayor and his innermost Circle have not done this already, it remains one of the many questions that will be answered in the Reckoning to come once we have cleaned up this mess.  Within my official capacity within the Movement, I have been granted the authority to Empower a Judiciary under Carthian Law.  I am choosing to Empower myself to act as that Judiciary, to act as final arbiter of legal matters as they pertain to City Law."


There was a thrum of something that could be felt by all present when the words were spoken, an intangible feeling that these words held far more significance than the Gangrel Councilor just bestowing upon herself some meaningless title.  There was power here, in a metaphysical sense, the power to topple regimes and end dynasties.  It proclamation was the result of years spent gathering and consolidating power within the Carthian Movement.  What the others would not and could not know is that it also taxed the Savage severely to Empower herself, giving up a part of her undead soul to render meaning and purpose to the otherwise meaningless words.  Rebecca's Beast screamed in victory and delight as she uttered the words, making the appointment final, its basest needs and most primal urges fulfilled in a way that it had not felt since she was first inducted into her bloodline.  Her eyes, unseen by the collective gathering in the private room, burned with an icy fire that looked like it would incinerate her from the inside out.

"As my first act, I am taking away the fangs of our foes.  All Kindred within the City of Cleveland are hereby banned from employing the magics of the outlawed covenants.  The penalty for violating this Law will be final death.  This order is to stand as long as the Mayor's ban on the fallen covenants remains, or upon the ascension of a new Kindred to his position"

Empower Judiciary (•••)
Prerequisites: Carthian Status •••
In many domains, a single Kindred is established as interpreter of the law. In Carthian domains, this is frequently not the Kindred at the top of the chain. This Carthian Law establishes a single delegate, which cannot be the highest executive Kindred in the city, as final arbiter of legal matters. The appointed judiciary does not have to be sanctioned by said executive, however. This allows the Movement to appoint a legal arbiter in spite of a Prince’s decree. While this allows the Movement a degree of powerful arbitrary power, it has resulted in more than a few “judges’” deaths at the hands of an angry Prince.
Effect: The character establishing the judiciary needs possess this Merit, the appointed does not. When appointing a judiciary, the Carthian sacrifices a dot of Willpower and Blood Potency. These dots do not apply to the Sanctity of Merits rule (see Vampire: The Requiem, p. 109) so long as the judiciary remains empowered.
The empowered judiciary can make proclamations of legal interpretation, which remain inviolate. She must make her proclamation in such a way that the majority of the city is privy, and the proclamation must relate to established or understood prohibitive city law. It does not, however, have to directly coincide with the stated message or intent of the law. For example, “None shall murder another Kindred” can be interpreted as, “Jonathan Palmer is not allowed murdering; mortal or Kindred”.
Characters violating the public proclamation lose a dot of City Status. The effect is palpable, if not immediately obvious. Public opinion shifts hard away from the violator. Often, others will step up to fill the void left. If the character has no City Status remaining, he instead suffers aggravated damage equal to the judge’s City Status. This is immediately obvious, as the violator’s flesh chars.
With additional Blood Potency and Willpower points (to a maximum of three each), the judge may be empowered to strip Clan and Covenant Status from violators. Lost Status dots apply to the Sanctity of Merits rule, however, buying lost Status should be difficult at best.
Judiciary appointments last until the judge meets Final Death, or the highest executive power in the city changes hands.

The time stamp on the message shows it was delayed, it had been sent several minutes ago. Perhaps the connection hadn't been as flawless as it had appeared.

I feel like this conflict is going to be more than we anticipated," Pyotor said with a sigh as he watches icons blink out. The parties he was interested in bothering to discuss matters with were all still present.

"Any requests of me at this time? Or shall I continue with my plans for the police finding their needed killers," Pyotor asked as he regarded the others. "I would prefer to cover such issues with parties I'll be dealing with directly. I'm happy to provide a more... neutral viewpoint. If not, I'll withdraw for the evening. I have security measures to better establish for myself."

Rebecca logged out of the VPN, leaving Alicia to finish closing the network down and erasing any trace of its existence.  She leaned back in her chair, her Beast still experiencing the glow from the masterstroke she had just executed.  As the Carthian Judiciary, she had secured herself a position of extreme importance within the Cleveland Masquerade.  The action had furthered her personal agenda, while also allowing her to cripple the Movement's enemies within the City.  Her Beast savored the sensation of power and authority it had just claimed.

Still, the action had its drawbacks as well.  Between her declaration of Weaponized Dissent and her self Empowerment to the Judiciary, she had painted an enormous target on her back.  She would need to lay low for a while, at least until she was able to further consolidate her power network.  She had muscle when she needed it, but more importantly, she had information.  It was time to put it to work for her.

She tapped her Bluetooth and signaled her new personal guard to come finish cleaning up in the hotel room.  She was going to be moving locations every night until this war was over, no sense staying in one place and presenting an easier target.  As Alicia packed up the last of the computer gear, she had her goons load it into the back of a white van she had rented for the evening.  The most important part of gear was a white Styrofoam cooler, packed with ice and blood bags.  While bagged blood was distasteful to most of the Kindred, she didn't think the Lady of Crows would complain too much.  With a  content smile she hoped in, instructing her driver to take her to the rendezvous coordinates.

Pyotor leaned back some in his seat as other images went off. He simply closes his own link and gets up, ready to go take care of his own affairs now. Time to see about getting a bit of muscle to back him up in all this mayhem.
