There aren't many shipyards that do this sort of thing, and all the ones that are are controlled by various governments (or are building these things secretly).
The IDA gets a new battleship every 2-6 years, depending on the demand and funding and whatnot. But we're talking about repairs, even if they are extensive, so it won't take that long to get done.
You essentially need to hire about 35 dedicated people to work for about a week straight to get your repairs done quickly, and twice that many people (or twice that much time) to get it done carefully. That's warp speed compared to modern fabrication techniques, and it doesn't include finishing interior touches or the installation of weapons or alignment/diagnostic testing or other stuff. You can adjust that ratio as needed depending on how many people you want to throw at it and how long you're willing to wait.
Any shipyard that currently makes these things would be capable of doing it, though whether they'd be willing to adjust their own project timetables to accommodate it is up for debate.
The best people to ask about this are probably Vasquez or the UN Speaker Tyndall (for legit channels) or Gestalt (for illegal channels).
If you ask Pryor, he'll tell you SAGE purchased its 4 capital ships second-hand from the IDA and lacks the capacity to build more (though obviously if the need arose they could construct a suitable shipyard to support such a thing).
